Prominence is given to expansion of non-traditional exports and to import substitution/replacement. Agro-processing and increased production of vegetables will generate replacements for processed vegetable and fruit imports. The plan highlights the role of the DBMC and the private sector and proposes establishment of formal links between the DBMC and the extension service of the Ministry of Agriculture. Recommendations focus on co-ordination of donor assistance, establishment of a land use policy, introduction of a low-cost mechanisation programme and pursuance of regional initiatives in the area of transportation and joint venture trading.
