Davenport, Michael

A study of Alternative Special and Differential arrangements for small economies: Interim Report. - London: Commonwealth Secretariat, August 2001. - vi., 58 p. tbls., graphs.

This paper looks at the possibilities of Special and Differential Treatment ( SDT) based on de minimis thresholds, both in terms of preferential market access and WTO disciplines and examine the threats of trade diversion to the Least Developed Countries (LDC's) and other developing countries. Additionally, losses in tariff revenue that would be implied by extending preferential treatment to the small states (SS) are also considered.
