Stabilization of Export Earning (STABEX) was an instrument established by the European Union to support ACP countries that faced fluctuations in export revenues due to market conditions and natural disasters. This handbook was intended to provide guidance and clarify the processes for ACP countries and their institutions in accessing and managing STABEX funds. It outlines the eligibility criteria, application procedures and the operational and financial rules governing the use of funds.
