Examines the origins of and obstacles to the solution of the debt problem and looks at the achievements and limitations of the Brady plan. Six proposals are advanced to increase the plans prospects of success. These include a tripling of public resources in support of debt reduction to US $90 billions, more flexibility in the deployment of official finance, elimination of some legal, regulatory, accounting and tax obstacles, and new mechanisms to assuage the burden of debt service owed to multilateral lenders.
