Economic development in Mali is subject to three major constraints: the climate and its effect on agricultural production, rapid population growth and the ever-widening gap between exports and imports. To counteract the effect of these constraints on the economy, the country has taken a number of measures to restructure various sectors of the economy. These include a structural adjustment programme for public enterprises, an economic reform programme with USAID, a reform programme for rural development operations and a restructuring programme for the grain market.
