Development has been constrained by a narrow productive and resource base, distances from major world markets, problems of geographically scattered islands, fragmented population and infertile atoll soil. GDP at current factor cost fell from $36 million in 1979 to $23.5 million in 1980. Government revenue plummeted by 50 percent. The adjustment effort undertaken has made it difficult to maintain adequate social and government services.
