Bhutan remained closed to the outside world until 1961 when modernization was initiated with the launching of a first five year plan. Agriculture is the primary economy, however much of the land used is dry, the methods used are traditional and production is therefore, low. The low term goal of the government is to achieve national self-reliance, preservation and promotion of cultural heritage, generation of adequate internal resources to finance development and self-sufficiency in food production.
