The author analyses reforming Technical-Vocational Education (TVE) since World War II in order to suggest directions worthy of consideration by the OECS member states. He examines the literature on the nature of reforms in the context of policy formulation, planning, implementation and evaluation, plus economic, financial, curricular and resources implications of educational system reform. He proposes the use of centralized TVE curriculum development modes and locally generated research in policy formulation and planning.
