Proposes the promulgation of legislation which would permit establishment of a special type of enterprise: the OECS Corporation. Given the size of populations of individual nations, the fragmentation of markets and the hodge-podge of legislation and regulation, larger enterprises venture project tend to fight ply of the OECS. The OECS Corporation would grant freedom to do business in any currency with no exchange controls, remove restrictions on nationalities of shareholders, exempt withholding taxes on dividends or interest to bondholders and give licence to choose jurisdiction for disputes between shareholders or bondholders.
