(See page 40) The guiding principle of the GATT Agreement is the creation of free trade. This is confronted with growing worldwide protectionism, especially in major industrialised countries. The threat of a collapse of free world trade and the displacement of developing countries from the world market must be averted if economic short-sightedness and political antagonism are to be prevented.
