This feasibility study explores the advantages of regionalizing prison services in the Organization of the Eastern Caribbean States. It evaluates the current functionality of prison establishments of OECS member states, highlighting its weakness in terms of inefficiency, overcapacity and under provision. It discusses the potential of establishing a regional justice system in which member states participate in sharing resources, knowledge, and good practices. The paper compares the legal, political, and operational structures required for regionalization, such as for a regional prison authority, shared prison, and collaborative training programs. Study results and recommendation offer a framework for OECS member states to assess the feasibility of regionalizing prison services with the ultimate aim of enhancing the overall effectiveness and efficiency of their criminal justice system, |
