Speech delivered by his excellency Shridath S. Ramphal, Secretary-General of the Commonwealth, at a dinner held in his honour by the CARICOM Council of Ministers. Describes 1965-1975 as a decade of progress in regionalism and suggests that it must be nurtured. Points out omission to existing integration arrangements and suggests that integration efforts should be widened to include Surinam, Guadeloupe, Martinique, islands of Dutch Antilles, Haiti, The Dominican Republic, Cuba and Puerto Rico. |
