The report is divided in two sections. The first section includes the purpose of the reform exercise, the process used to develop the strategy, brief descriptions of the eight states which make up the OECS, the imperatives which dictated education reform and current characteristics and state of education in the OECS. The final section identifies reform strategies for decision and action. These strategies focus on the various levels of education, conditions of the teaching service, financing, management and administration of the education systems. |
