N2  - Reports on a study tour that facilitated an in-depth assessment of the UK's National Literacy Strategy (NLS) and aims to provide guidance and support to the OECS Literacy Initiative and the development of literacy strategy in the OECS countries of Dominica, St. Lucia and St. Vincent and the Grenadines.  It summarises observations of literacy programmes, lessons and support services for schools visited, outlines best practices and provides an action plan for each island that informs on the reporting processes, training to support literacy, curriculum and assessment, organisation support and monitoring, community involvement and teacher development
