It evaluates the current functionality of prison establishments of OECS member states, highlighting its weakness in terms of inefficiency, overcapacity and under provision. It discusses the potential of establishing a regional justice system in which member states participate in sharing resources, knowledge, and good practices. The paper compares the legal, political, and operational structures required for regionalization, such as for a regional prison authority, shared prison, and collaborative training programs.
