N2  -   Provides background information which can form the basis for firm policy decision by the government on forest and parks system. Discusses the environmental effects of various land use practices, land distribution, land ownership and logging potential. Land use recommendations includes public land with no logging potential should be used for park system designation. Land with serious agricultural limitations are best designated as forest reserve or part of the park system.  Areas occupied by rare plants should be used as part of park systems only. Eighteen park systems and twenty-one forest systems are proposed
