The country is therefore highly sensitive to external factors and in the early eighties suffered poor economic performance. In response to this poor performance the government adopted a recovery program which focused on diversification in production, food self-sufficiency, public investment planning, reforms of the credit and financial systems and stimulation of private sector activity
