520 _a This study was undertaken in order to assess the situation of lands of the Government owned Melville Hall Estate (MHE), to identify constraints affecting improved utilization of the land and to formulate a programme for pre-investment activities to be financed by FAO technical cooperation programme in line with an on-going project in St. Lucia, managed by St. Lucia Model Farm Ltd. (SLMF). The Government requested the FAO investment centre to examine and write a report on their findings. The report first of all examines the St. Lucia Model Farm project and its applicability to Dominica, and subsequently reviews a modified approach on transfer to the development of MHE lands. Provides a background of agriculture and agricultural estates and government's agricultural policy and related actions and plans. Discusses the development constraints of Melville Hall Estate and its potential for development. Project design options for MHE lands include land use intensity goals and crop choice. Follow-up studies should include preparation of feasibility study and completion of a physical development plan.
