The commentary states that the report's conclusion has some inconsistencies - proposed length of wharft, financial analyses - but, has some justification on Roseau as a preferred site and the economic feasibility of a deep-water harbour. Critcisms of sections of the terms of reference, the conclusions and recommendations, the length of berth required and the cost of construction are discussed in Vol.2.
