Monitoring activities have been centered principally on the maintenance of public health and sanitary conditions. Constraints include the lack of adequate staffing coupled with a high rate of personnel turnover leading to sporadic scheduling for collection of data and report preparation. Recommendations include the development of a five year planning strategy to ensure sustainability of monitoring activities.
