The STABEX Beneficiaries handbook is a document created under the framework of the fourth African, Caribbean and Pacific States- European Economic Community (ACP-EEC) convention of Lomé signed in December 1990. Stabilization of Export Earning (STABEX) was an instrument established by the European Union to support ACP countries that faced fluctuations in export revenues due to market conditions and natural disasters.
